Your rights across Ireland

One national law applies everywhere in the Republic. There are no states or counties with different rules to learn.

The Equal Status Acts 2000-2018 (everywhere in Ireland)

  • A service provider must do all that is reasonable to accommodate a person with a disability (section 4).
  • A genuine assistance dog is treated as that reasonable accommodation, so refusing a disabled person because of their dog can be discrimination.
  • Owner-trained assistance dogs are lawful. There is no statutory definition, register, or accreditation scheme for assistance dogs in Ireland.
  • No certificate or registration is legally required, and no provider can lawfully demand one.
  • Registration is not a guarantee of access. A dog that is out of control or not toilet-trained can still be asked to leave (section 4(4) harm exemption).

This is enforced,recent WRC awards

  • Lidl Ireland (2023): ordered to pay €8,000 to the mother of an autistic boy told to remove an assistance dog.
  • Taxi driver (2026): ordered to pay €12,000 to a blind couple refused with their guide dog.

Are YOU a legitimate handler?

If both boxes apply, you are. Full stop.

You have a disability

Visible or invisible. PTSD, autism, anxiety, mobility, chronic illness, hearing loss, blindness, panic disorder, depression, fibromyalgia, diabetes, all qualify.

Your dog performs a trained task for it

Interrupting panic episodes, alerting to blood sugar drops, retrieving dropped items, deep pressure therapy, guiding, signaling alarms, anything specific to your disability.

You do NOT need any of these

✗Professional training program certificate
✗Government registration or a licence
✗To register with us, it's voluntary
✗To prove your disability to anyone
✗To demonstrate the trained task on demand

If both ✅ apply, you're a real handler. The Equal Status Acts protect you whether or not you carry our card. We just make the card so the public interactions go faster. The honest contrast is simple: this register is for genuine handlers, not for passing a pet off as an assistance dog.

A note on fake assistance dogs

The law protects real handlers. It is genuine, well-behaved assistance dogs that are protected as a reasonable accommodation.

Behaviour is the real gate. A venue can lawfully ask a team to leave, without it being discrimination, where the dog:

  • is out of control, aggressive, or barking and lunging
  • is not toilet-trained and poses a hygiene risk
  • otherwise poses a genuine health-and-safety risk

If you are a real handler,you have a disability and your dog is trained to help with it and is under control,the Equal Status Acts protect you everywhere in Ireland.
